I have removed the pumps and the control valve (it may be called a shutter valve?) appears to have an o-ring seal behind a clip and washer..I think that's the culprit.

I took the front body cladding off to get a better look at the issue but I can't isolate the issue from the front or rear of the unit.

The machine will do it when the oil is hot or cold, and the syptoms do not change with operating tempature. I talked to a couple of hydro shops, and one suggested swapping the relief valves to see if the problem showed up some where else - I tryed that and it didn't work.Oil leaks from hydraulic cylinder - Change cylinder piston seals. Low hydraulic oil level - Need to add oil. Hydraulic control valve is unadjusted or worn - Adjust correctly or repair. I purchased a Case 1835B Skid Steer in which the owner was not sure what was wrong with it, allegedly. He said he thought it might not be getting any fuel. I am outlining my steps taken thus far in testing it out.
I believe a way to check if the drive motor is leaking is to jack the skid steer up on blocks, and remove the wheels and the drive motor. Then start up the engine and engage the drive and see if the shaft seals are leaking.
